    Volume II: The Structure Test

The Verdict closes Volume II by setting out what eight installments established about six candidates’ organizations, what the record leaves open, and which party and electoral offices hold the documents that would settle it.

Prof. MarkAnthony Nze. Research, concept, investigation, writing, forensic plates. Creator, NZE Forensic Serial Journalism Method

INDEPENDENT EDITORIAL JUDGMENT. THIS INSTALLMENT IS PUBLISHED FREE OF CHARGE. NO CANDIDATE PAYS FOR THIS COVERAGE OR FOR FAVORABLE TREATMENT. RIGHT OF REPLY REMAINS OPEN.

    01 / The Line

Eight installments. Six candidates. One unanswered test.

KNOW THE RECORD BEFORE YOU CAST THE VOTE.

    02 / In Plain English

Eight installments tested six candidates for organized reach. The public record confirms who they are and which offices they seek. It does not show that any of them runs a working organization in every ward the office requires. Two of the candidacies appear on INEC’s lists, and the Parts record no nomination document for the other four. The records that would settle those questions belong to INEC, the NDC, the APC and the candidates themselves, and none was retrieved. Volume III will carry the affirmative case for each candidate.

    Evidence positions

[Documented] The contents of a record the file cites. [Reported] An attributable account of an event or statement, not independently re-verified. [Candidate account] A candidate’s own published or supplied material. [Inference] The author’s analysis. [Open] A question the record does not yet settle. A label at the end of a paragraph says which sentence it governs when it does not govern all.

    Eight Installments, One Gap

Six candidacies faced one test in Volume II, and none produced a published, independently checked account of ward-level organization. Part 2 set the standard before any name was measured: crowds show attention, and organization shows itself after the event ends, when responsibilities, commitments and information keep moving. Opara was told to build polling-unit organization, and public records showed no functioning teams for Soribe in eight of his nine Imo East areas. Agbaso’s present reach was judged insufficiently demonstrated, and Jude Ejiogu’s assessment carried no polling and no independently checked count of support. Philip Ejiogu and Amadi were handed prescriptions for ward captains, polling-unit agents and delegate operations, with no record that any had been built. [Documented as to each Part; Inference in the first sentence] (Nze, 2026a; 2026b; 2026c; 2026d; 2026e; 2026f; 2026h; V2.1–V2.6, V2.8)

The finding describes the searches. Each Part listed the records it sought and did not obtain, and a search that comes back empty establishes only its own reach. Any of the six may run an organization the public record does not yet show. [Inference]

Documentary plate V-1: What Volume II Could Prove. Three columns: documented 3,220 votes for Soribe in 2019; candidate account of 24 years of party loyalty; open question of ward-level records, none found.
DOCUMENTARY PLATE V-1. Figures are carried from Parts 2 and 3. The 24-year and 2003 accounts are candidate-side sources that Part 3 did not reconcile. © 2026 Prof. MarkAnthony Nze & People & Polity Inc., New York.

    Records That Held

Primary records confirmed a handful of facts outright. Soribe Kelechi J. polled 3,220 votes in the 2019 Owerri North State Assembly contest, 547 behind the winner’s 3,767. Contemporary reporting dated June 2, 2015 records Jude Ejiogu’s move from Chief of Staff to Secretary to the State Government. Judicial records from 2010 and 2011 show Agbaso litigating the interrupted April 2007 governorship poll, and no declaration in them says he won it. [Documented] (Nze, 2026b; V2.2; Ajibola, 2015, as cited in Nze, 2026e; Nze, 2026d; V2.4)

INEC’s final lists carry two of the six. They name Philip Chukwuma Ejiogu as the NDC candidate for the Owerri Municipal/Owerri North/Owerri West Federal Constituency and Collins Chimaobi Opara as the Labour Party candidate for Municipal/Bwari. Labour won Municipal/Bwari in 2023 with 201,308 votes, a result Part 1 advised Opara against treating as transferable. The July 27, 2022 agenda of Maryland’s Board of Public Works lists a two-year, $547,417 residential child-care contract for Cornerstone Research & Development Center, Inc., a company Amadi’s published biography says he leads. These are records of listings, offices and contracts, and none measures organized support. [Documented] (Nze, 2026a; V2.1; Nze, 2026f; V2.6; Maryland Board of Public Works, 2022, as cited in Nze, 2026h; V2.8)

    Claims Resting on One Voice

Other findings rest on a candidate’s own account or on material supplied to the publisher. Amadi’s five degrees and his philanthropy appear on his campaign website, and Part 8 located no certificates and no dated project record. Philip Ejiogu’s “Amb.” title traces to a December 2020 report, and Part 6 asked him to publish the appointment instrument or drop the title. Soribe’s party loyalty runs 24 years in a supportive profile and about 23 years in his supplied biography, a gap Part 3 left open. [Candidate account] (Nze, 2026h; V2.8; Nze, 2026f; V2.6; Nze, 2026c; V2.3)

Part 1 rests in part on material that came to the publisher directly. Its account of Opara’s graduate degree relies on institutional records the publisher verified itself, and photographs of Abuja community events arrived as supplied material. The Verdict classifies both as Reported. Part 1 also describes the postgraduate qualification in different words in its body and its brief, and the wording should be reconciled against the source documents. [Reported] (Nze, 2026a; V2.1)

Four Questions the Record Leaves Open

How Philip Ejiogu obtained the NDC ticket remains unanswered. INEC’s final list names him, and The Gazette reported, in an item Part 6 dates May 29, 2026, that Chijioke Onyeneke won the party primary 111 votes to 11. Part 6 asked Ejiogu to publish the party and INEC documents that explain the route, and none is in the file. The file asserts no irregularity, and the documents will decide the question. [Reported; Open] (The Gazette, 2026, as cited in Nze, 2026f; V2.6)

Oniniwu’s position on Jude Ejiogu changed on the record. The Eastern Updates recorded Chief Better Joseph Ekeh Oniniwu endorsing Ejiogu on August 16, 2025, and an Africa Today News interview of April 1, 2026 has him preferring Leo Stan Ekeh for the governorship while voicing respect for Ejiogu and denying a personal quarrel. Both outlets share ownership with this one, so repetition across them adds no corroboration. [Documented; Inference in the final sentence] (Nze, 2026e; V2.5)

Agbaso holds a declared bid and no documented nomination. TheCable reported the declaration on July 29, 2026, and INEC’s registered name for his party is the Nigeria Democratic Congress, the form Part 4 follows. An announced ambition, Part 4 recorded, is not a completed nomination. Nigeria Watchdog reported on August 18, 2026 that consultations between Owerri and Okigwe leaders ended without consensus on the next governorship. [Reported; Open] (Eze, 2026, and Watchdog Newspaper, 2026, as cited in Nze, 2026d; V2.4)

Amadi’s file lists four items he can supply: certificates, a dated philanthropy ledger, a costed program and a public answer on eligibility under section 182 of the Constitution. A fifth record sits with his party. Part 8 could not locate the APC’s 2027 governorship primary guidelines, and without them no ranking of the APC field has a procedural footing. No inference on his eligibility is drawn. [Documented; Inference in the second sentence] (Nze, 2026h; V2.8)

    Remedies a Voter Can Inspect

The remedies the Parts prescribed share one property: each can be performed in public. Opara was asked to convert “human-capital development” into named institutions, budget lines and measurable outcomes. Soribe was asked for dated, repeated activity across all nine Imo East areas, and Agbaso for functioning ward leadership. Jude Ejiogu was asked to put agreed terms in writing, Philip Ejiogu to publish a ward-by-ward ledger of first-term projects, and Amadi to cost his program. Every item is a document or an event that a voter can inspect. [Documented as to the advice; Inference in the first and last sentences] (Nze, 2026a; 2026c; 2026d; 2026e; 2026f; 2026h)

A candidate who publishes one gives the file something to test. The affirmative case in Volume III can be built only on what has been published by then. [Inference]

    Three Offices Under Test

Three different offices are at stake across the six candidacies. Agbaso, Jude Ejiogu and Amadi form the governorship field in the file, and Part 5 also records Samuel Anyanwu’s declared ambition. Soribe seeks the Imo East Senate seat across nine local government areas. Philip Ejiogu contests the Owerri House of Representatives seat, and Opara the Municipal/Bwari seat in Abuja. Each office asks for a different organization, from a three-area constituency to a nine-area senatorial district to a statewide ballot of 27 local government areas, and the file ranks no candidate against another. The file holds no polling or verified support count that would support a ranking. [Documented; Inference in the final two sentences] (Nze, 2026c; V2.3; Nze, 2026d; V2.4; Nze, 2026e; V2.5; The Guardian, 2026, as cited in Nze, 2026e)

The Six in Their Own Colors

Six portraits follow in the file’s fixed order of publication, each framed in the colors its party registered. Every plate pairs one documented strength with the reading the file draws from it and the test the record still sets. Order carries no rank, and each strength shown here stands beside the open questions this Verdict has already named. [Documented as to the record lines; Inference in the case lines] (Nze, 2026a; 2026b; 2026c; 2026d; 2026e; 2026f; 2026h)

    Color key

Each portrait frame carries its party’s registered colors. APGA (Soribe): green, yellow and white, with a red cockerel on yellow; the party’s constitution assigns the colors no meaning (All Progressives Grand Alliance, n.d., art. 3). NDC (Agbaso, Philip Ejiogu): a blue field with the letters NDC in red, from the modified logo INEC uploaded in September 2026 under a court order (Sahara Reporters, 2026). APC (Jude Ejiogu, Amadi): green, white and blue, with a broom on the white and a red base, as the party adopted them in March 2013 (Channels Television, 2013). Labour Party (Opara): red and green in equal vertical fields; its constitution reads red as transformation and green as agriculture (Labour Party, n.d., art. 5). This file keeps its own colors for its own work: deep green carries the record, and gold carries the author’s judgment.

    What Stands

Four places hold the documents that would settle Volume II’s open questions. INEC holds the submission behind its final list. For the Owerri seat and any governorship nomination, the primary result sheet and delegate list sit with the NDC. Adopted rules for the governorship primary sit with the APC. Each candidate holds the certificates, ledgers and rosters that Parts 1, 3, 4, 5, 6 and 8 listed. None of these records was retrieved, and no inference is drawn from their absence. [Inference] (Nze, 2026a; 2026c; 2026d; 2026f; 2026h)

    Finding

Eight installments document what the public record holds on six candidates and leave one record missing for all of them: a published, independently checked account of organization at the scale of the office sought. INEC lists two of the candidacies. The Parts record no nomination document for the other four. Records that would settle nomination status, held by party and electoral offices, were not retrieved.

    The Request

Independent National Electoral Commission: State the date on which the NDC submitted its candidate for the Owerri Municipal/Owerri North/Owerri West Federal Constituency and the document the submission relied on.

NDC leadership, national and Imo State: Publish the primary result sheet and delegate list for that seat, and state whether any governorship ticket has been issued.

APC leadership, national and Imo State: Publish the adopted 2027 guidelines and timetable for the governorship primary.

Each candidate named in Volume II: Publish the documents listed against your Part.

Nothing asked is a favor or an exception. Each request names the office whose function would produce the record.

Volume III makes the affirmative case for each candidate. Part 3 announced Volume IV, which examines weaknesses and vulnerabilities. Every case either volume makes will carry the same caveat until INEC, the NDC and the APC publish what they hold. [Reported plan] (Nze, 2026c; V2.3)

    Notices

Source note. Each finding is traced to its Part as published on the site on October 27, 2026. Part 6 is headlined “Philip Ejiogu: The Constituency Test” and Part 8 “Dr. Reginald Amadi: The Outsider’s Wager.” Findings on Collins Opara are drawn from Part 1; Part 7, his second installment, is listed for continuity. Secondary sources such as The Gazette, TheCable and Nigeria Watchdog are cited as the Parts cite them, and this Verdict did not re-open them.

Common ownership. Africa Today News, Africa Digital News and The Eastern Updates have common ownership. Repetition across them is not independent corroboration.

Standard applied. Every candidate named is presumed to have acted lawfully. The file makes no finding of personal guilt against anyone. Where Part 1 or Part 6 reached favorable conclusions, the Verdict reports what each rested on and carries the open items forward.
