NYCAR Appoints Otuonye, Ofoegbu, Amadi Associate Professors

NEW YORK — Every institution eventually reveals itself through a single question: who is permitted to judge the work of others? Buildings can be leased and prospectuses can be printed, but the moment an institution names the people who will sit in judgment on a doctoral thesis, it has declared, in a form that cannot afterwards be withdrawn, what it believes competence to be. Few decisions in academic life carry as much consequence and attract as little notice.

Three such decisions were taken recently at the New York Center for Advanced Research. Rev. Fr. Dr. Peter A. C. Otuonye, Dr. Francis C. Ofoegbu, and Dr. Nneka Anne Amadi were conferred the rank of Associate Professor by the Academic Board, with duties commencing 1 October 2026.

Prof. MarkAnthony Nze, Academic Director of the Center, signed the three instruments.

“Rank is never a gift here,” he said. “These three stayed through the seasons that carry no applause — and they now set the measure for everyone behind them.”

Otuonye takes educational leadership and strategic management, holding a Doctor of Professional Studies in the field. His chair answers the Center’s large concentration of candidates: serving principals, diocesan education secretaries, and school administrators from Nigeria, Ghana, and the diaspora, most of them running institutions by day and studying at night. Priest and scholar both, he brings to supervision a pastoral formation the board treated as central to the appointment, not as an ornament beside it.

Ofoegbu takes Ethics and Governance in Health and Social Care, and the composition of his preparation is itself the argument for the chair. A doctorate in philosophy supplies the ethical reasoning. Advanced certification in clinical practice and in health and social care management supplies the ward, the case file, and the budget line. A professional doctorate in strategic management and leadership supplies the seat at the table where clinical judgment and public duty are forced into the same room. Health governance across the continent has suffered a long divorce between those who understand practice and those who command the management literature, and a scholar who has genuinely lived on both sides of that divide is rare in any faculty in the world.

Amadi takes strategic management and Leadership, also holding a Doctor of Professional Studies. Her candidates arrive from corporate boardrooms, public agencies and family enterprises, and an increasing number of them are African women who already exercise considerable operational authority and have never held academic standing equal to it. Supervision in her field is frequently a matter of authorising a woman to claim what she long ago earned.

Nze, asked what the board was actually measuring when it reached its decision, gave an answer that ranged well beyond the three files before it.

“Scholarship is not the accumulation of qualifications; it is the willingness to remain accountable to evidence when the evidence is inconvenient,” he said. “A doctorate proves that a person once finished something difficult. A chair asserts something far more serious — that this person can be trusted to tell a candidate, at the end of four years of labour, that the argument does not yet hold. An institution unwilling to say that sentence when it is true has quietly stopped being an institution and become a ceremony.”

He went further. “What this board looked for was not brilliance. Brilliance is common and cheap. We looked for judgment under fatigue, for the habit of correcting oneself in private before anyone else has noticed, for teachers who have carried learners who had no business succeeding and got them there regardless. That temperament cannot be examined for and it cannot be bought. Only years of observation will show it, and years of observation are what this board had.”

Duties attaching to the rank run well past the honorific. Supervision of doctoral and professional-doctorate candidates comes first, alongside research duty on panels convened by the board and curriculum responsibility within each named field. All three join admissions review, placing them in the path of every candidate entering their discipline.

Standing behind the appointments is an institution incorporated in New York State and in good standing under DOS ID 6523256. Management development provision at the Center is CMI Recognised, the Chartered Management Institute in the United Kingdom certifying provision that meets the quality standards recognition requires. Learners who complete may continue on campus in London through the Center’s partnership with Apsley Business School, carrying their standing with them.

Recognition of the Center’s standing has come from the two highest offices in New York. On 20 October 2025, the Office of the Mayor of the City of New York issued a formal citation in honour of NYCAR’s Global Research Summit, signed during the mayoralty of Eric Adams and entered into the civic record of the city. Albany answered the same day: the Executive Chamber of the State of New York, under Governor Kathy Hochul, addressed a letter of greeting to the Summit, saluting a gathering of scholars convened on New York soil.

City Hall and the Executive Chamber seldom arrive together, and almost never for a research institution still in its first decade. That both did so on a single day, for a Center that had asked New York for nothing and taken from it not one public dollar, is the sort of distinction that cannot be applied for. Both documents remain in the Center’s archive, where they belong less as decoration than as evidence of what disciplined work eventually compels the state to notice.

Admissions have not closed and have never run on a single intake. Applications are received on a rolling basis through the year, closing for the academic year at the end of November. Candidates entering under the three new chairs will be assessed by the holders of those chairs.

Nze, who has kept the Center self-funded since its founding, set the conferrals against the longer account of the work.

“For years, no advert, no grant, no favour owed to anyone,” he said. “Independence is not a virtue we advertise; it is simply the condition under which a chair can be given for merit and for nothing else. Otuonye, Ofoegbu, Amadi — I will say those three names in any faculty in the world and stand behind every one of them.”

Formal investiture is expected at the Center’s next academic convention. Duties begin on the first of October.
