US, Australia Shut Brazil Missions Before Election

The United States suspended consular services at its embassy and consulates across Brazil Friday, citing unspecified security concerns two days before a presidential election pitting incumbent Luiz Inacio Lula da Silva against Senator Flavio Bolsonaro, prompting Australia to close its own embassy in Brasilia hours later.

The US Embassy said in a security alert dated Thursday that “Consular Services in the US Embassy and Consulates in Brazil will be suspended starting Friday, October 2 due to security concerns,” advising American citizens seeking emergency assistance not to visit the embassy, consulates in Sao Paulo, Rio de Janeiro, Recife and Porto Alegre, or any other US diplomatic facility. The State Department did not elaborate on the nature of the threat, did not link it directly to Sunday’s election, and did not say when services would resume. “We are working closely with our Brazilian counterparts to address the security concerns,” a department spokesperson said, adding that embassies routinely issue alerts about local threats and developments.

ATN, New York has gathered that Australia’s ambassador to Brazil, Sophie Davies, announced her country’s embassy would also close Friday, explicitly citing the US alert as the basis for the decision rather than independent Australian intelligence. “We also advise avoiding the US Embassy, consulates and other diplomatic facilities in Brazil and surrounding areas,” Davies said on social media.

Brazilian federal police moved in parallel, executing preventive search and seizure warrants in Sao Paulo and the Federal District surrounding Brasilia as part of an investigation into suspected plans that could threaten US diplomatic facilities. Police described the operation as stemming from cooperation with foreign intelligence agencies, but said investigators had found no evidence corroborating the initially reported threat and had not identified any suspects linked to criminal organizations. Officers seized communications equipment during the raids, and the investigation remained ongoing as of Friday, according to police.

The closures land at an unusually sensitive moment in US-Brazil relations. Sunday’s election pits Lula, seeking re-election, against Flavio Bolsonaro, son of former President Jair Bolsonaro, who is currently serving a 27-year sentence for plotting a coup to prevent Lula from taking office after losing the 2022 election. If neither candidate wins more than 50% of Sunday’s vote, a runoff is scheduled for October 25. Trump has publicly praised Flavio Bolsonaro, a close ally, without issuing a formal endorsement, saying he is “watching that election very closely” , a level of public interest that has already drawn scrutiny from Lula’s camp well before Friday’s embassy closures.

Edinho Silva, president of Lula’s Workers’ Party, called the closures “unprecedented” and accused Washington of attempting to shape Brazilian public opinion. “It makes no sense at all. It’s one of Trump’s ways of trying to influence Brazilian public opinion,” Silva said. Lula’s allies have separately pointed to US tariffs imposed on Brazilian goods and an effort by Washington to send officials to Brazil to “discuss electoral integrity” as additional evidence of what they characterize as foreign interference in the race. Brazil’s foreign ministry declined to comment directly on the embassy closures when approached by reporters.

The interference allegations extend beyond the US alone. Brazilian intelligence officials briefed French and German delegations in Brasilia earlier this month on what they described as both US and Russian interference efforts tied to the election, according to people familiar with the briefing, a disclosure that underscored growing concern among European governments about parallel efforts by Washington and Moscow to shape the outcome, and illustrated how countries that see themselves as potential targets of such interference are increasingly comparing notes with one another.

Tensions between the two governments predate Friday’s closures by months. Lula has previously criticized the US over visa sanctions imposed on several Brazilian Supreme Court justices tied to their role in Bolsonaro’s ongoing coup-plot trial, calling the sanctions a form of intimidation that would not compromise Brazil’s “permanently defend and uphold the democratic rule of law.” Those earlier frictions, combined with Trump’s open praise for Flavio Bolsonaro and Friday’s unexplained security alert, have left Brazilian officials and opposition figures alike offering starkly different interpretations of Washington’s intentions just as voters prepare to cast ballots.

Neither the US Embassy nor Brazilian authorities had announced a timeline for restoring normal consular operations as of Friday evening, and it remained unclear whether the specific threat prompting the shutdown would be publicly detailed before or after Sunday’s vote.
