New Premier League officiating rules for the 2026/27 Season

The Premier League is set to introduce a series of new officiating guidelines for the 2026/27 season, with the aim of improving consistency, reducing time-wasting, and ensuring fairer competition.

Following discussions between the Premier League, Professional Game Match Officials Limited (PGMOL), and the International Football Association Board (IFAB), referees have been instructed to adopt a stricter approach to several aspects of the game.

    (1) Stricter Action on Holding

Referees have been directed to penalise players who deliberately hold or impede opponents, particularly during set-pieces.
Defenders who focus on grabbing attackers rather than challenging for the ball are expected to face tougher punishment, with more free-kicks and penalties likely to be awarded throughout the season.

    (2) New Goalkeeper Injury Rule

To prevent teams from exploiting injury stoppages, a new rule has been introduced for goalkeepers. If a goalkeeper requires treatment for a non-serious injury on the pitch, one of their outfield teammates must also leave the field for at least one minute after play resumes.

The rule will not apply in cases involving genuine collisions, head injuries, bleeding, or other serious medical situations.

    (3) Firmer Stance on Time-Wasting

Match officials have also been instructed to crack down on time-wasting. Referees will take stronger action against players who deliberately delay goal kicks, throw-ins, free-kicks, or other restarts. Additional stoppage time will continue to be added where teams attempt to waste time late in matches.

    (4) Players Must Wait Before Returning

Another key adjustment requires players who receive on-field medical treatment to remain off the pitch for at least one minute before returning, unless specific exceptions apply.

    (5) Hair-Pulling Now Specifically Addressed

The updated guidance also makes deliberate hair-pulling a punishable offence.bPlayers who pull an opponent’s hair without excessive force can expect to receive a yellow card, while more serious incidents may still result in a straight red card.

    (6) Continued Improvements to VAR

VAR remains an important part of Premier League officiating, with updated protocols aimed at improving consistency and speeding up decision-making. Semi-automated offside technology will continue to support officials where available, helping to deliver quicker and more accurate offside decisions reducing time-wasting, and ensuring fairer competition.
