…Targets over 500 MDAs, 600,000 Civil Servants
The Federal Government on Tuesday took bold steps towards a smarter, more integrated and data-driven Civil Service with the official launch of the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS).
The launch, which is expected to usher in a new era of digital workforce management across the Federal Public Service, was held by Esther Walson-Jack, Head of the Civil Service of the Federation (HoCSF).
The Go-Live ceremony, hosted by the Office of the Head of the Civil Service of the Federation (OHCSF), marked a significant milestone in Government’s efforts to modernise Human Resource Management (HRM), harmonise personnel data, eliminate administrative inefficiencies and strengthen transparency, accountability and service delivery.
Walson-Jack described the launch as a watershed moment in the implementation of the Federal Civil Service Reform Agenda.
She stressed that the IPPIS Human Resource Modules represent far more than a digital platform, but a comprehensive system for managing the Government’s most valuable asset—its workforce.
BusinessDay checks show that the integrated solution is aimed at addressing the long-standing challenges associated with fragmented personnel records and inconsistent human resource (HR) practices by digitising the employee lifecycle, covering biometric enrolment and onboarding, establishment management, payroll administration, employee mobility, self-service, HR and payroll variations, and workforce analytics.
The HCSF noted that the platform, currently serving over 508 Ministries, Extra-Ministerial Departments and Agencies (MDAs), would improve data integrity, eliminate duplication, automate approvals, strengthen internal controls and provide comprehensive audit trails, while enabling access to accurate workforce data for evidence-based policy formulation and manpower planning.
Walson-Jack emphasised the strategic importance of indigenous innovation, adding that the “migration to the locally developed platform aligns with the Federal Government’s Nigeria First Policy by promoting local expertise, strengthening the security and sovereignty of government personnel data, and reducing dependence on foreign software licences.”
Tunji Olaopa, Chairman of the Federal Civil Service Commission (FCSC), described the launch as the culmination of nearly two decades of sustained institutional reforms dating back to the conception of IPPIS in 2006.
He said the new HR Modules would empower over 600,000 civil servants to manage their personnel records, download payslips, apply for leave online and support data-driven workforce planning, while calling for robust change management and digital ambassadors across MDAs to accelerate adoption.
Also speaking, Bisi Aina, Managing Director of Soft Alliance and Resources Limited, said the deployment of the SoftSuite Human Capital Management platform demonstrated Nigeria’s growing technological capacity and commitment to public sector innovation.
He noted that the solution would strengthen governance, enhance transparency and accountability, optimise workforce management and promote more efficient service delivery across MDAs.
Nkiruka Jones-Nebo, the Permanent Secretary, Career Management Office, OHCSF, described the Go-Live ceremony as another significant milestone in the digital transformation of the Federal Civil Service.
She commended the visionary leadership and unwavering commitment of the Head of the Civil Service of the Federation in advancing reforms to modernise HRM, strengthen institutional capacity and improve public service delivery.
The ceremony featured the formal Go-Live presentation by the implementing firm and was attended by Permanent Secretaries, senior government officials and Civil Servants across the MDAs.
