Light and Shadow – The Diplomat

The relationship between Japan and Thailand is closer than ever. Interdependence across economics, security, and human exchange has deepened, bringing shared benefits and opportunities alongside new challenges in the form of supply chain vulnerabilities and transnational crime. Understanding the Japan-Thailand relationship today requires a clear view of both its “light” and its “shadow.”

Diplomatic relations between Japan and Thailand date to the 1887 declaration of friendship (officially, the Declaration of Amity and Commerce Between Japan and Siam), with the 140th anniversary falling in 2027. The two countries have built a close relationship grounded in a long history of exchanges and warm ties between their imperial and royal families. Economic ties deepened dramatically after World War II, and in recent years cooperation has extended to shaping international trade rules, as evidenced by Japan’s support for Thailand’s OECD accession.

At the Japan-Thailand Foreign Ministers’ Meeting in June 2026, Japanese Foreign Minister Toshimitsu Motegi and his Thai counterpart Sihasak Phuangketkeow confirmed that the two countries would enhance their Comprehensive and Strategic Partnership and deepen cooperation under the Free and Open Indo-Pacific (FOIP) initiative.

Light: Creating Rules in an Unstable Economic Order

Thailand is one of Japan’s biggest manufacturing hubs in Southeast Asia and a key investment destination. Foreign investment in Thailand (on an approved-investment basis) rose by about 68 percent year on year in the first half of 2026, with Japan among the top investors alongside Singapore and China. As U.S. protectionism disrupts the international economic order, maintaining free and fair trade rules has become a shared challenge for Japan and Thailand.

Emblematic of this is Japanese support for Thailand to join the OECD (Organisation for Economic Co-operation and Development). Thailand is pursuing structural reforms that include deregulation, anti-corruption measures, and digital trade rule development. Japan has confirmed it will continue to support Thailand’s accession review. Thailand’s convergence toward the transparent institutions and fair competitive environment the OECD calls for is not merely a matter of bilateral gains; it is an endeavor to build fair and liberal economic rules together. Thailand’s accession would directly improve the business environment for Japanese companies there through relaxed foreign investment regulations and smoother digital trade.

Shadow (1): The Geopolitical Risks of Interdependence

Deep connections, however, have a downside. The most immediate is the direct impact of geopolitical risk. During the Thailand-Cambodia border conflict, which broke out in May 2025, the Thai military blocked border checkpoints, severing cross-border supply chains. In the border town of Poipet, Japanese manufacturers including NHK Spring, which sews car seat covers, and Toyota Tsusho were forced to halt operations at their local sites. Companies were forced to reroute via maritime transportation through Vietnam, reportedly tripling costs in some cases.

Even since the ceasefire at the end of 2025, blockades and tensions have persisted. The hardest hit have been companies that had adopted a “Thailand-Plus-One” strategy, keeping Thailand as their core base while distributing processes into neighboring countries. The deeper the interdependence, the sharper the vulnerability when disruption strikes. It was this reality that also drove the two foreign ministers’ June agreement to promote cooperation in making energy and resource supply chains more resilient.

Shadow (2): Criminal Activities as a Downside of Mobility

More serious still are the criminal activities born of the downside of human mobility. The online scam compounds set up along the Thailand-Cambodia border have produced a steady stream of cases in which people from multiple countries, including Japan, have been confined and forced to take part in criminal schemes. Financial losses from organized fraud in Japan surged to around 325.7 billion yen in 2025, 1.6 times the previous year, some of it linked to operations run out of Southeast Asia.

Japan itself has also emerged as a destination. In November 2025, managers of a massage parlor in Tokyo were found to have employed a 12-year-old Thai girl; the managers were arrested on suspicion of violating the Child Welfare Act and the Labor Standards Act. The girl had been forced to perform work involving sexual content. The trial of the former operator is ongoing as of the end of August 2026. The case exposed the fact that Japan, too, can be a destination for human trafficking. Japanese and Thai nationals alike can find themselves as either perpetrators or victims, and transnational crime is no longer an issue that either country can address alone.

    Binding Light and Shadow Together

The two countries have begun to respond to these challenges through law-enforcement cooperation. The Japanese National Police Agency dispatched a local information liaison officer to Thailand in June 2026, strengthening joint efforts to crack down on scam organizations in Southeast Asia. At the June foreign ministers’ meeting, the two sides also confirmed they would work closely together on regional issues including the Cambodia border situation. As the flows of people, goods, and money deepen, ever-closer collaboration will be needed to manage their side effects. The true value of the Japan-Thailand relationship ahead of its 140th anniversary lies in whether both countries can build on a long-standing friendship while confronting both its light and shadow together.
